唐山市路北区环境卫生管理中心生活垃圾分类项目（运维设备补充）（三次）招标项目的潜在投标人应在登录招采云电子交易平台自行下载招标文件等相关资料，并及时查看有无澄清和修改。潜在投标人如未下载相关资料，或未获取到完整资料，导致投标被否决的，自行承担责任。获取招标文件，并于2021年06月25日09点30分（北京时间）前递交投标文件。

一、项目基本情况

项目名称：唐山市路北区环境卫生管理中心生活垃圾分类项目（运维设备补充）

预算金额：900000

最高限价（如有）：900000

采购需求：车厢可卸式垃圾车及配套6-8立方压缩移动箱1台（套）、6-8立方移动式压缩一体机。具体详见招标文件。

合同履行期限：合同签订生效后30天内交货并安装调试培训完毕。

本项目不接受联合体投标。

二、申请人的资格要求：

1.满足《中华人民共和国政府采购法》第二十二条规定；

2.落实政府采购政策需满足的资格要求：本次采购中涉及到的采购政策按照以下要求执行，并按照国家采购政策规定提供相应的证据、证明或声明，否则视为不享受采购政策条件，未涉及采购政策的不需要提供。1）根据《政府采购促进中小企业发展暂行办法》的规定，经与采购人协商确定，对小型、微型企业的产品价格给予6％的扣除，用扣除后的价格参与评审。2）根据《财政部、司法部关于政府采购支持监狱企业发展有关问题的通知》的规定，经与采购人协商确定，对监狱企业的产品价格给予6％的扣除，用扣除后的价格参与评审。3）根据《关于促进残疾人就业政府采购政策的通知》的规定，残疾人福利性单位视同小型、微型企业，给予6％的扣除，用扣除后的价格参与评审。（以上3项政策优惠不可兼享，投标人同时具备两项或三项时，只能按一项计算。）

3.本项目的特定资格要求：1）投标人具有独立承担民事责任能力和相关经营范围的制造商或代理商（经销商），在人员、设备、资 金等方面具有承担本招标项目的能力。2）近半年任意一个月的依法缴纳税收的完税证明和近半年任意一个月的社会保障资金缴纳证明。3）近三年任意一年年度财务审计报告,成立不足一年的提供银行资信证明。4）根据河北省财政厅转发《财政部关于在政府采购活动中查询及使用信用记录有关问题的通知》的通知（冀财采2016）28号文件的规定，参加投标时必须为未被列入“信用中国”网站(www.creditchina.gov.cn)、(www.ccgp.gov.cn)渠道信用记录失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单的供应商。采购人、代理机构在项目评审过程中对供应商进行查询，被列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单，将被拒绝参加本次采购活动。查询结果以投标截止当日查询记录为准（由采购人进行查询）。5）与采购人存在利害关系可能影响采购公正性的法人、其他组织或者个人，不得参加招标。

十、其他补充事宜

1.根据《河北省公共资源交易平台服务管理细则》文件要求，投标人需完成市场主体注册,未经资格确认（注册登记的）的投标人，应按照河北省公共资源网平台（http://www.hebpr.cn）唐山市网站“通知公告”中“关于市场主体登记注册的通知”要求完成注册登记（需在投标截止时间之前完成市场主体注册登记，如未成功完成市场主体注册，后果由投标人自行承担）。2.招标文件等资料发布后，即视为已送达所有潜在投标人，潜在投标人从招采云电子招投标交易平台自主下载招标文件等相关资料，并及时查看有无澄清或修改。潜在投标人未在规定的招标文件获取时间内从招采云电子招投标交易平台下载相关资料，或未获取到完整资料，导致投标被否决的，自行承担责任。3.登录招采云平台、下载、编制、上传投标文件需使用企业CA，未办理CA的投标人需进行企业CA办理，CA办理有一定周期，请及时办理以免影响本次项目，办理流程参照“招采云（http://www.zcbidding.com/portal/index）”中“河北CA注册入口”办理。具体事宜请咨询招采云电子交易平台技术支持联系方式：400-1618-186。4.未办理招采云电子交易平台（http://www.zcbidding.com/portal/index）注册的潜在投标人请按照招采云平台“投标人登录”入口“立即注册”进行注册。招采云平台服务电话400-1618-186。投标人应在投标截止时间前，通过使用河北 CA 数字证书登录“招采云电子交易平台” （http://www.zcbidding.com/portal/index），将加密的电子投标文件上传成功，并在解密截止时间前进入招采云开标大厅进行电子签到。若由于投标人未按要求递交电子投标文件而导致投标失败，由投标人自行承担责任。5.本公告发布媒体中国河北政府采购网、河北省公共资源交易服务平台、招采云电子交易平台 。
