根据项目建设的依据和原则，结合当地的实际情况，坡头区2020年沿海防护林体系（二级基干林带补植套种及更新造林）建设工程项目建设面积4500亩，主要分布在乾塘镇和南三镇，涉及26个作业小班；造林类型为更新改造和补植套种。



运用造林学和恢复生态学的理论和方法，因地制宜、适地适树、长远兼顾，选用稳定性好、抗逆性强的优良乡士树种，特别是沿海防护林，沿海沙滩造林难度大，要选择抗性强木麻黄等树种。通过人工造林营造林工程措施营建防护林，增加林带面积、优化林带结构，以达到防风减灾、保护沿海堤岸的目的。



自签订合同生效之日起90天完成造林
